Gender equality, as a fundamental principle, is an integral part of human rights and one of the main characteristics of democratic country. Gender equality means equal opportunities for women and men, which is assured both in legal documents and in law-enforcement practice.

Effective legislation on gender equality has an important significance for assurance of equal rights and equal opportunities for women and men in all spheres of public life, as well as for prevention of manifestations of sex based discrimination. Legislation on gender equality should assure that rights and interests of men and women are equally considered during the development of all policies. During the last decades numerous states take measures to provide formal (de jure) equality between men and women, adopting corresponding normative legal acts. However, the inequality between women and men continues to exist both in public and private spheres.
